white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 今天窗外雨雪紛紛，已撲入春天懷抱的鳥兒們也都一片驚散，讓我瞬間想起老鄉屈原在《九章》里的詩句：“霰雪紛其無垠兮，云霏霏而承宇”。如果沒有疫情，下雪是令武漢人歡呼雀躍的日子。但是，此刻漫天的大雪只加劇著人們由內而外的寒冷。今天的疫情顯示，截至2020年2月14日24時，湖北省累計報告新冠肺炎病例54406例，累計病亡1457例。我每天醒來第一件事就是關心疫情數字，像底氣不足的學生想看又不敢看那份成績單。這一天天上漲的數字不是數字，是撕心裂肺的人間悲劇，是錐骨入髓的城市傷痛，那些來不及的道別和不能抵達的相送，一天天地追趕，若流水轉著渦漩，全是苦咸。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 父母年屆八旬，陪父母過年是我一直努力堅守的孝道。在武漢我的日常生活一直做減法，下班后和雙休曰，只要無公務，我都宅在家里看書畫畫。上班自己開車，也不無事躥門，所以當封城令后人們對武漢人談虎色變，對自己來歷的清白使我保持著足夠的自信和坦然。這種從容讓我與父母親密地廝守了半個月，終于因正月初八我到菜地寫生受寒感冒不得不自行隔離，至今我與父母都只聞其聲，不見其人，一個屋檐下不見父母已近半月。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 體溫每天三五遍監測，母親戴口罩端水送飯。好在大哥買的阿奇霉素分散片和感冒滴丸，都對了癥。后來斷了藥，鎮村也封閉，便由母親委托張玉恒代買。一家人誠惶誠恐，嘴上都說感冒沒事，心里卻直打鼓，幸而一周后痊愈。為慎重起見，母親仍堅持將我隔離。這樣也兩清，父親一年四季的咳嗽，偶爾打幾個噴嚏都不會懷疑到我頭上。只是有了這樣的時刻，大家彼此催促吃一粒速效感冒膠囊，及時掐滅病毒苗頭。母親是頂梁柱。家里的代銷店雖也關門歇業，附近的鄉民有個急需，母親還得張羅。她常笑說，她是在炮火中過日子。母親衛生習慣好，天天看電視，秀才不出門能知天下事，耳聰目明身手敏捷，說話也爽朗，長年跳廣場舞，全然是硬扎勞動力。正如母親言這個家她不能倒，否則一家人的生活就沒了著落。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 我是受父母嬌慣的人，當過幾十年小學校長的父親中風后腿腳不利索，勉強能生活自理，一只耳朵失聰，這世界幾乎向他關了半扇門。曾經的博聞強志還努力幫他看護著世界。從我的童年到侄兒們的童年他嘴上總掛著一句口頭禪：萬般皆下品，唯有讀書高。這話在我耳根起了深深的老繭。加之我母親的指揮棒也夫唱婦隨：只要學習好，家務活兒全免。所以盡管我是小考中考數學滿分狀元，中考總分全市前八，學習委員當到老的好學生，卻在家務活兒上一直不及格。因此回娘家名譽上是我孝敬父母，陪伴老人。父母在，不遠游。實際上還是老孩子回家蹭父愛母愛。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 窩居隔離的日子，憑籍從小養成的與文字作伴的習慣，讓我不致陡生寂寞。父母也不為我飯來伸手而有絲毫怨憤。我們彼此相安自樂。我終曰困守二樓一間臥室，以讀書聽書寫詩度曰。迄今，將毛姆的小說《月亮與六便士》讀了兩遍，聽了36集李野默演播的路遙小說《平凡的世界》，寫了11首詩，1月26日寫的《在哪里登陸，就在哪里覆滅》，被《詩刊》推送，再被中華文促會中華文化促進會的“聲動中國，聲援武漢”公益活動錄制成節目傳播。澳門文化局和多家刊物約稿。用來聊捱時曰，為抗疫的戰場輸送點正能量的文字，都有了更廣闊的去處。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 我微信朋友圈有2000多個好友，天南地北海內海外。每天看微信，了解抗疫中的社情民意，關注民生，重視調研和思考，也成為我的職業習慣。偶爾也有媒體人認為我是所謂“著名”作家，有幾分薄面，故遇難題，也向我求助。我雖知那樣的高帽我難以受用，人微言輕心生忐忑，好在我的朋友們都高風亮節給予支持。因為大家都不是為一己之私，只為眾生解困。所以，來來去去，都輕松坦蕩。比如有人反映省外到武漢援助的醫護人員缺生活用品。后來大家多方努力及時得以解決。還有一些諸如用公共空間設施隔離輕癥病人等建議也都及時傳遞給高層。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 2月10日起，武漢全面啟動小區封閉管制，給社區服務帶來巨大壓力。在人手嚴重不足的情況下，政府要求干部下沉。<span style="-webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961);">其實2月8日始，在單位的組織下我就遠程做起了武漢某社區的黨員志愿者，負責武漢某小區6戶居民每天的健康情況報告。做的過程中，生發了些感慨，但身邊沒人跟我分享，也就沒去琢磨，直到今天一早，在微信朋友圈看到新疆朋友發的一則消息：新疆生產建設兵團第六師五家渠市芳草湖農場振興南路社區黨支部書記、社區居委會主任楊正亮，堅守崗位10多天，2月9日，因疲勞過度突發疾病，不幸離世，年僅37歲。這消息既讓我沉痛，也像一根引線引發了我對社區工作的思考，于是我在轉發這條消息前，結合志愿者工作，提出了一些問題：</span></h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 二是社區平時沒跟蹤更新居民基本信息。其中兩戶，因社區提供的電話和戶名不精準，我又通過鄰里群打聽，才知有的戶主不健在了，有的早移居異地。小區房大多是鐵打的營盤，流水的兵。我的一個同事從社區得到14個戶主的基本信息，其中三個早有變動，問了一串人，才確定目前居住者，有的房子轉賣了幾手，主人變更了三次，有的轉租多人合租，而外來租戶與社區原住民毫無來往，租戶下落不明。這從源頭上影響了疫情摸底。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 三是居民強烈的自我中心意識，對陌生人和陌生電話的戒備，給社區增加工作難度和成本。我動員兩個鄰居給頑固不理的居民發信息，也不湊效。有人直接回復：陌生電話勿擾。后來我通過在鄰居群發問，從而信息對象更精準，口氣更強硬，對方才立馬加我微信，進來第一句話就問：我們這個小區有病例嗎？</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 四是社區過去與居民之間兩張皮，各自為陣，沒建立起良好的互動關系。現在因抗疫忽然間雙方都有了倉促而緊迫的需求。干部的主要壓力來自政府統一要求，居民的壓力來自飲食起居。這個利益鏈或者這個獨木橋便顯得焦灼而擁擠。而社區壓力的最大承擔者就是第一責任人社區黨組織書記。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 五是政府過去低估了社區管理的意義價值，社區人力配備偏弱，目標監管考評不到位。現在抗疫成了晴雨表和溫度計。外來干部當志愿者要從頭?鍋。以后加強社區治理，將成為城市管理的重頭戲。在這方面，農村管理反而更到位。村干部身在村民中，平時熟悉村情，誰家的孩子在外面做什么，誰家來了客人往往都知道。村干部、村民與責任田、宅基地的密切關系，實踐了十幾年的村民自治和村民選村官的體制，也有效拉近了干部與村民的關系，杜絕了村委會與村民兩張皮。而城市居民長期老死不相往來的小區生活，社區干部、居民與居民的工作單位、小區務業之間沒建立起緊密聯系，也導致城市社區工作根子上的薄弱得以凸顯。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 據《三聯生活周刊》關于武漢百步亭困局的報道，有個平時非常理性也多次熱心參與社區工作的女性，在情緒最激動的時候，跑到社區書記面前吵架，說要發動所有業主去投訴。但社區書記說了一句話，她瞬間低落下去。社區書記說：“我真希望自己立刻感染，起碼就可以隔離在家不出門了。”最終，她沒有發動業主去投訴，社區書記也沒有推病回家。由此也可見城市社區的處境和壓力。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 下午我又接到單位電話，要求就地下沉，到居住區社區報到，亮明身份，主動做志愿者。我于是向父母所在的村副書記張玉恒做了報告。他說可能讓我做的具體事兒不會有什么，對?……后面就沒明說。他說因為發揮黨員、志愿者及聯防隊員的作用，全村封閉式管理已到位。在我記者似的詢問下，這個50多歲的精干村官告訴我：平湖村有4000多人，500多個外市返鄉人員，六個組、一個居民點、一個還建小區。9個村干部為主力以外，大量發揮了黨員志愿者的作用。每個組都安排村民黨員志愿者做10戶聯防工作，任務是宣傳，登記，監測，勸導，做到人不走動，車不移動，做到不漏一戶，不掉一人。道路共封堵十九處，生命通道兩處，派人監測、消毒、登記、測體溫。每個組或區點都有2至3個代購員。他們想給每個家庭每人派發一個體溫計，但是買不到。后來我問他，這件事是不是需要我幫忙？他又說，村里很多人不會使用體溫計。如果摔碎了，水銀弄出來也很麻煩。后來就這個問題，我跟他交流了一晚上。我建議他把全村人分組進群，每個家庭推薦一個代表進去。要醫生演示怎樣使用體溫計及注意事項拍成視頻，然后發布到群里。我也告訴他，我們在武漢做體溫登記的方法。我說一個人發燒是有怕冷的癥狀的。即使沒有體溫計也可以知道這個家庭有沒有人發燒。如果有，再派醫護人員上門量體溫。他一下子就把我拉到了一組的群。這樣我轉眼就成了一組的村民。他后來就按我的方法在村組群里統計體溫情況。嘿嘿。看來這位村干部很信任我，來日方長，志愿者怎么做下去，且聽以后分解。</h3><p style="font-family: -webkit-standard;
